韓 노인빈곤 심각…OECD “지원 때 소득·자산 살펴봐야”

한국의 노인빈곤율이 경제협력개발기구(OECD) 평균의 3배 가까운 수준인 것으로 나타났다. 이에 고령층의 소득뿐 아니라 주택 등 보유 자산까지 종합적으로 고려해 노후소득 보장 정책을 설계해야 한다는 제언이 나온다.보유 자산을 연금이나 주택연금 형태로 소득화할 수 있도록 지원하고, 재정 지원은 활용할 자산이 없는 취약 고령층에 집중해야 한다는 취지다.5일 OECD가 최근 발간한 ‘고령자의 소득 보장을 위한 효율적인 재정 정책’ 보고서에 따르면 한국의 65세 이상 소득빈곤율은 39.7%로 집계됐다. 이는 OECD 평균(14.8%)의 2.7배 수준이다.조사 대상 국가 중 호주(22.6%), 캐나다(10.1%), 프랑스(6.1%), 스웨덴(7.3%) 등과 비교해도 크게 높았다.특히 한국의 65세 이상 여성 빈곤율은 45.0%로 남성 빈곤율인 32.6%보다 12.4%포인트(p) 높았다. 쇼핑몰 리뷰 작성이나 광고 시청 등 간단한 과제로 고수익을 올릴 수 있다며 접근한 뒤, 초기 수익금을 미끼로 거액을 가로채는 ‘팀 미션 피싱’이 기승을 부리고 있어 주의가 요구된다.5일 울산중부경찰서에 따르면 A 씨(40대·여)는 지난 3월 23일 구직 사이트에 올린 이력서를 보고 연락했다는 피싱 조직원의 전화를 받았다.조직원은 광고 업체 직원이라고 사칭하며 “앱에서 광고 영상을 보면 포인트를 적립해 현금으로 바꿔 주겠다”고 유혹했다.속임에 넘어간 A 씨가 사기범이 보낸 가짜 수익 창출 앱을 설치하고 광고를 시청하자, 실제로 두세 차례에 걸쳐 10만~20만 원이 계좌로 들어왔다.수익금이 입금되자 사기 일당은 “팀을 이뤄 미션을 수행해야 더 큰 수익을 낼 수 있다”며 A 씨에게 이른바 ‘팀 미션’ 참여를 권유했다.A 씨를 포함해 5인 1조의 팀이 꾸려졌지만, 알고보니 나머지 4명은 모두 피싱 조직원이었다.이들은 “팀원 간 신뢰를 위해 일정 금액을 맡겨야 한다”며 돈을 요구했
